May 18, 2009 Atlanta City Councilmember Kwanza Hall and the Poncey-Highland Neighborhood Association are conducting a Master Plan for the Poncey-Highland Neighborhood. Tunnell-Spangler-Walsh & Associates, an Atlanta-based community planning firm, will be leading the planning effort. The study begins in May 2009, and should last six months. The effort will include four community meetings and opportunities for residents and business owners to participate in advisory groups on specific topics. Study Area: The study includes the entire Poncey-Highland neighborhood: ° North: Ponce de Leon Avenue ° East: Moreland Avenue ° West: BeltLine ° South: Freedom Parkway (eastbound) Key Issues: The study will establish a long-term blueprint for the neighborhood that will address: ° Land use: housing, businesses, open space, and institutions ° Urban design and historic resources: neighborhood character ° Housing: single-family, townhouses, apartments, condominiums, etc. ° Transportation: walking, biking, and riding transit ° Markets: neighborhood image, shopping, services, and economic growth ° Environment: air, water, and land ° Infrastructure and facilities: utilities, schools, churches, public safety, etc. Proposed Plan Goals: ° Protecting existing single-family areas ° Creating a “green” neighborhood ° Establishing a blueprint for growth ° Addressing cut-through traffic and speeding ° Promoting walking, bicycling, and transit use ° Preserving the neighborhood’s character and historic resources ° Enhancing neighborhood services Things to Think About: ° What can we do now to create the Poncey-Highland we want to see in 25 or 50 years? ° How can we calm traffic and make our streets serve everyone, not just drivers? ° How can we encourage a diverse and sustainable mix of uses? ° How can we accommodate and encourage smart growth and redevelopment while protecting the neighborhood’s existing character, businesses and residents? ° What can we do to improve the neighborhood’s visual character? ° How can we create a strong identity and character for Poncey-Highland? ° How will we use the current economic slow down to plan for future development? ° Can we enhance North Highland Avenue’s role as our neighborhood’s “Main Street?”
